Consultation on a Proposal to Change the Distance Criteria for Home to Schools Transport

Overview

We are looking to change the eligibility criteria for free home-to-school transport and need your feedback on our proposal.

Currently, free home-to-school transport is provided for:

  • Primary pupils up to 8 years old who live more than 1 mile from school by the nearest available safe walking route; and
  • All primary and secondary pupils aged 8 years and over who live more than 2 miles from school by the nearest available safe walking route.

The proposed changes would see free home-to-school transport provided for:

  • Primary pupils who live more than 2 miles from school by the nearest available safe walking route; and
  • Secondary pupils who live more than 3 miles from school by the nearest available safe walking route.

Our proposals do not affect home-to-school transport for children who attend additional support provision.

Why are changes being proposed?

As a Council, we must save c£67m over the next four years. That means hard decisions need to be made to ensure we can continue to pay for essential services.

We are also facing a projected overspend of £750k for school transport in 2022/23 due to the increased costs associated with bus contracts.

If approved, the proposals would save an estimated £625k (August 2023 to March 2024) and bring our free home-to-school entitlement more in line with other Scottish councils and the statutory guidance.

We also hope the changes will encourage children and young people to either walk, wheel or cycle to school via the nearest available safe route.

When would changes come into effect?

If approved, new arrangements would begin from August 2023.

Why consult?

As the changes would alter our current School Transport Policy, we must undertake a statutory consultation to gather views. We are doing this via a survey and three public meetings.

The dates, times and locations of these meetings are listed at the bottom of this page. You do not need to register to attend, simply come along to the one that suits you best.

The outcomes of both the survey and the face-to-face engagement will help inform the final decision on the proposed changes which will be taken by Councillors at the Education, Children and Young People Executive on 30 May 2023.
